Shipping to Australia: customs, GST, biosecurity & trade agreements
Prepare shipments from North America into Australia with the A$1,000 low-value boundary, 10% GST, import-declaration and biosecurity requirements, 2025 trade statistics, and agreement status for the USA, Canada, and Mexico.
Most goods with a customs value of A$1,000 or less do not incur duty, tax, or charges at the border, but 10% GST can be collected at sale on eligible low-value consumer goods. Alcohol, tobacco, aggregation, and controlled goods are important exceptions.

How clearance works
Resolve the details behind the numbers.
Importer and declaration route
Confirm the Australian importer, customs value, arrival channel, and whether a Self-Assessed Clearance or full Import Declaration is required.
GST and agreement choice
Determine whether GST was collected at sale or is payable at import. Compare the general tariff with AUSFTA or CPTPP only when the goods meet the origin rule.
Biosecurity before pickup
Search BICON for food, wood, plant, animal, biological, used machinery, packaging, and other risk goods. Obtain any permit before the goods arrive.
Annual shipping & customs statistics · 2025
Australia global merchandise trade in 2025
These official annual figures cover trade with the world, not only North American lanes. They provide market context and do not predict the duty or clearance time for a particular shipment.

What Australia imported from the USA, Canada, and Mexico.
Australia’s official merchandise series reports origin-country customs values. The 2025 Canada full-year value is not published because the second-half estimate is marked not available for publication; the card therefore shows the disclosed first half only.

Free trade agreements
Australia agreement network and associated countries.
The USA has bilateral preferential access through AUSFTA. Canada and Mexico can use CPTPP when the goods satisfy its origin and documentation requirements. The presence of an agreement does not remove GST, biosecurity, or import-declaration obligations.
USA: Australia-United States FTA
AUSFTA entered into force January 1, 2005. U.S.-origin goods can receive the agreement tariff when the rules are met.

Popular commodity examples
How duty and tax can change by product.
These are representative tariff-line examples for Australia, not classification decisions or landed-cost quotes. Materials, construction, use, origin, quotas, trade remedies, and the final national tariff code can change the result.
| Commodity example | Representative HS | Ordinary duty signal | FTA possibility | Tax and control note |
|---|---|---|---|---|
| Cotton knit T-shirt | 6109.10 | 5% representative general rate | Free may be available under AUSFTA or CPTPP when origin rules are met. | 10% GST and labelling rules may apply. |
| Smartphone | 8517.13 | Free under the general tariff | Preference is generally unnecessary for base duty. | 10% GST and electrical or telecommunications requirements can apply. |
| Motor-vehicle brake parts | 8708.30 | 5% representative general rate | AUSFTA or CPTPP may reduce duty for qualifying goods. | Vehicle standards and exact parts classification matter. |
| Wooden bedroom furniture | 9403.50 | 5% representative general rate | AUSFTA or CPTPP may reduce duty for qualifying goods. | BICON, timber treatment, packaging, and contamination controls matter. |
| Roasted coffee, not decaffeinated | 0901.21 | Generally free under the tariff | Preference is usually unnecessary for base duty. | BICON, food standards, labelling, and 10% GST treatment must be checked. |
GST on a taxable importation is 10% of the taxable importation value, which can include customs value, transport, insurance, duty, and wine tax. Low-value consumer sales can instead place GST collection on the vendor, platform, or re-deliverer. Verify the current official tariff.

Frequently asked questions
Practical customs answers.
Does a low shipment value guarantee release without charges?
No. Threshold treatment depends on the shipment facts, origin, channel, and exclusions. Carrier or broker fees are also separate from government duties and taxes.
Who is the importer of record?
The importer of record is the party responsible for the entry, supporting records, payment, and compliance. Confirm the party and its eligibility before tendering the shipment.
What is the difference between duty, tax, and brokerage?
Duty is tariff-based. Import tax is imposed under the destination tax system. Brokerage and disbursement charges are private service fees. One shipment can incur all three.
Do DDP and DAP determine the customs outcome?
They allocate commercial responsibilities between seller and buyer, but they do not override customs law. The declared importer, entry, valuation, and payment arrangements must still be valid.
Does an FTA apply because the shipment departs from a partner country?
No. The product must meet the agreement’s rule of origin and the importer must support the preference claim. Country of export and country of origin are different concepts.
Can samples, returns, or repairs enter duty free?
Sometimes, but special relief normally has conditions, documentation, value rules, and time limits. Marking an invoice as “sample” or “return” does not create an exemption by itself.
Does A$1,000 mean a shipment is tax free?
Not necessarily. Most low-value goods avoid border charges, but eligible consumer sales can have GST collected at checkout. Alcohol, tobacco, aggregated consignments, and controlled goods require separate treatment.
What is a Self-Assessed Clearance declaration?
A SAC declaration is the low-value cargo clearance used for many air and sea consignments at or below A$1,000. The cargo company or forwarder generally handles it.
Why can clean-looking wood or used machinery be delayed?
Australia manages contamination, pests, soil, plant material, and timber risks before and at the border. BICON can require treatment, evidence, inspection, or a permit even when customs duty is free.
Can a permit be obtained after goods arrive?
For goods requiring a biosecurity import permit, the permit generally must be granted before arrival. Goods that arrive without it can face export or destruction at the importer’s expense.
